Boy, 5, shot in his bedroom in NYC

Police are investigating how a 5-year-old boy was shot in the shoulder in his home in The Bronx, New York City, Friday, authorities said.

The boy's mother and father were in their bedroom in Morrisania when they heard a pop noise shortly after 10:30 a.m., police said.

They rushed to their 5-year-old son's room and found him shot.

Police said it was not clear if the boy accidentally shot himself or if his 11-year-old brother accidentally shot him.

The father drove the boy to nearby Lincoln Hospital, where he was listed in stable condition.

The investigation was continuing.

In Emily?Bazelon?s latest book, ?Sticks and Stones,? the?senior editor for?Slate argues that the Internet and social media make teen bullying more vicious and challenging to control.

In an interview with the New York Times, Bazelon acknowledges parents? role in navigating bullying as a tough one: ?It?s obviously a huge challenge for parents, finding the balance you strike between protecting kids and expecting them to be a little bit tough, and learn how to stand up for themselves. It starts with that base idea that you have to know your kid, and know what they?re capable of, and give them room to do what they can do ? not step in reflexively whenever there?s a problem. I think that builds some resilience in,? she says.

Teaching kids how to safely live on social media is important, as is allowing them to experience some of the painful parts of growing up, but research published this week shows that the effects of bullying are long-lasting and can even lead to psychiatric problems in adulthood. Individuals who reported being involved in bullying experienced anxiety,?depression, and drug and alcohol abuse or addiction into adulthood. In discussing the study, study author William Copeland of Duke University Medical Center in Durham,?North Carolina?told me:

?Bullying is not just a part of childhood, or some sort of a harmless activity between peers. This is?actually?something that has very detrimental, and very long lasting effects?What this study really suggests is that what goes on at school, and what goes on between peers, may be just as important in understanding their long-term function as what goes on at home. In childhood, when kids are in school, they spend a lot more time with their peers than they do with their parents so we should not be so surprised about this. When we see kids having trouble, we tend to ask them about things going on at home and we don?t tend to ask them how they?re getting along with their peers and whether they?re the victim of bullying. I think we need to rethink that a bit.?

Even bullies can be adversely affected, says Copeland, with higher rates of antisocial personality disorders. TIME?s editor-at-large?Belinda Luscombe?wrote about her anxiety over whether her young son was a bully:

Since Jamal?s already reached the mocking phase of the anti-bullying initiatives, it?s clear he?s heard about the subject more than once. Like most kids, he knows it?s not O.K. to be a bully, just like we know it?s bad to eat donuts for breakfast. But under certain circumstances, we still do it. Kids switch positions, sometimes by choice, sometimes to prevent themselves from being the victim. In the end, there?s only so much adults can do. All the lessons we try to teach kids aren?t nearly as powerful as the ones they learn themselves.

As Bazelon stresses in her book, the digitial age has made it significantly more?difficult?for?kids?to escape their tormentors than when she was bullied as a teen.??It really can make bullying feel like it?s 24/7,? Bazelon tells NPR?s?Fresh Air?s?Terry Gross. ?When I got home from school, there was a break. I didn?t have to deal with [my friends] directly, and I could sort of put myself back together in the afternoon and evening. Whereas now when you come home if you?re a victim of bullying, you?re likely to see this continue on a social media site or via texting.?

Bazelon also covers the struggle parents encounter in trying to understand the active and potentially dangerous role technology plays in children?s day-to-day lives, and the difficulty schools have in determining their responsibility in their students? online lives. Here are some essential parenting tips for dealing with cyberbullying from TIME?s interviews with experts?Elizabeth Englander, author of?Understanding Violence, and?Jonathan Singer?at the Temple University School of Social Work:

  • Make sure your kids know cyberbullying is wrong.
  • Take an interest in your kids? online behavior.?Kids tend to think their parents don?t know or care about their online lives.
  • Check school policies on cyberbullying.?If there is one, discuss it with your kids.
  • Set guidelines about cell-phone use.
  • Help your children respond appropriately if they are cyberbullied.?Talk to them about what happened and how they feel. Report the abuse to the website on which it occurred, and report the bullying to school administrators and ask them to look after your children.

Egypt's Morsi calls parliament elections in April

CAIRO (AP) ? Egypt's Islamist President Mohammed Morsi has issued a presidential decree calling for staggered parliamentary elections, starting April 27 and ending in June.

The decree, announced late Thursday, says the vote will take place in four stages and the new parliament will convene on July 6.

Since the ouster of longtime authoritarian leader Hosni Mubarak in a popular uprising in 2011, Egyptians have gone through a series of referendums, presidential and parliamentary elections. The first elected parliament was disbanded by a court order last June.

Morsi's Muslim Brotherhood has emerged as the country's dominant political group.

The call for the balloting comes as Egypt is in deep turmoil, bitterly divided between the fundamentalist Brotherhood and their backers on one side, and secular liberal political parties and youth groups on the other.

Background checks, permanent records needed for all firearm transfers, not just gun sales by retailers, experts urge

Feb. 20, 2013 ? Gun violence in the United States can be substantially reduced if Congress expands requirements for background checks on retail gun sales to cover firearm transfers between private parties, a new report by the director of the UC Davis Violence Prevention Research Program concludes.

The report "Background Checks for Firearm Transfers" by Garen Wintemute, who also serves as a professor of emergency medicine, notes that 40 percent of U.S. gun transactions occur between unlicensed private parties, such as people buying and selling at gun shows. That figure doubles, to more than 80 percent, for firearm sales that involve criminal intent.

Private-party transactions make up an often overlooked, thriving secondary gun market that is exempt from background checks and other controls designed to keep firearms out of the hands of criminals and others prohibited from legally purchasing a gun.

By creating a single, equitable structure governing all retail commerce in firearms, Congress could make it harder for criminals to obtain guns, substantially reduce firearm-related violence, and curb the large-volume gun purchases that result in firearm trafficking, Wintemute said.

The report comes on the heels of the Newtown, Conn., massacre, in which 20 children and six adults were shot at Sandy Hook Elementary School. Since that December tragedy, President Obama has made gun violence a top priority and is pushing lawmakers to tighten gun laws and take other steps to reduce future violence.

While shootings such as the Newtown episode intensify public concern, statistics show gun violence is an everyday, serious threat to the nation's health and safety. In 2012, there were an estimated 467,321 firearm-related violent crimes in the U.S., a 26 percent increase since 2008. There were 11,101 firearm homicides that year, and an estimated 55,544 injuries resulting from gun-related assaults requiring treatment in hospital emergency departments.

Wintemute's study provides an in-depth look at procedures governing gun purchases and the double standard that distinguishes rules for retail sales from those covering private-party transactions.

A buyer at a retail establishment, for example, must complete a lengthy Firearms Transaction Record and certify that he is buying the gun for himself and is not a member of any of the prohibited groups as defined by federal statute. The retailer must then submit the buyer's identifying information to the FBI to check for a criminal history and verify the buyer's eligibility to purchase firearms, a process typically completed in minutes.

"These procedural safeguards are intended to ensure that the buyer is who he says he is, that he and not someone else will be the actual owner of the firearm, and that he is not prohibited from owning it," Wintemute said. "They help prevent the large-volume purchasing that otherwise might fuel trafficking operations. They establish a chain of ownership that will help law enforcement authorities link the firearm to the buyer if it is used in a crime later."

A private party, by contrast, is permitted to sell guns with none of these federal safeguards in place. There are no forms to fill out, no records to be kept, and no requirement that a buyer show identification or submit to a background check.

In addition to background checks to identify prohibited persons and deter those with criminal intent, Wintemute recommends establishing a permanent record for each firearm transferred between private parties, thus creating a chain of ownership. Such records have proven to be of great help to law enforcement agencies as they investigate individual crimes and seek to disrupt firearm trafficking networks.

To maximize the potential of the current background check system, he also recommends greater efforts to improve the three FBI databases -- the Interstate Identification Index, National Crime Information Center and the National Interstate Criminal Background Check System -- on which background checks rely. Improved reporting of criminal convictions, domestic violence restraining orders and prohibiting mental health events is most important.

"The widespread unavailability of records seriously compromises the effectiveness of our current background-check process," Wintemute said. "I am actually very optimistic that the nation will adopt a comprehensive background check policy in this Congress, where there has been a bipartisan expression of support for such a proposal. Six states have adopted such policies, and we know they work."

He cited two pitfalls to avoid: adopting a limited, "gun show loophole" approach and creating an exemption for holders of unexpired concealed weapon permits.

"These more limited approaches are unnecessary and would still allow prohibited persons to purchase firearms from private parties," he said.

Wintemute added that a public opinion survey conducted last month found that 88.8 percent of the population overall, 84.3 percent of firearm owners and 73.7 percent of National Rifle Association members supported "requiring a background check system for all gun sales to make sure a purchaser is not legally prohibited from having a gun."

Those who had studied Chinese had the highest starting salary

Nearly one in 11 graduates are unemployed six months after leaving university ? the highest proportion for 17 years, a study reveals today.

The poll, by the Higher Education Careers Services Unit charity, covered 82% of those who completed an undergraduate degree last summer and live in the UK. The pollsters interviewed the graduates in January ? six months after they left university. It comes as ministers plan to substantially increase the amount graduates pay for their degrees.

The study found 8.9% of graduates, or just over 21,000, were out of a job after six months, a one percentage point rise on the previous year.

The proportion of university leavers with a graduate-level job ? as defined by the government ? has dropped 3.3 points to 62.4%, the charity found. The proportion working in retail and catering rose by 3.8 points to 14.4% ? about one in seven.

The mean starting salary for graduates has not kept pace with inflation and is now ?19,695 ? an ?18 rise on last year, the survey found. Those who had studied Chinese had the highest starting salary at ?24,540 a year, while fine art graduates started on the lowest wage at ?14,625.

Yarrabah mayor's vision for jobs

YARRABAH Mayor Errol Neal has a vision for his community that involves jobs, jobs and more jobs.

With an unemployment rate of 85 per cent in Australia's largest indigenous community, he is open to ideas and yesterday travelled to Hope Vale to learn from its mayor, Greg McLean, who has significantly boosted local jobs through construction projects.
Hope Vale Aboriginal Shire Council is contracted to build public housing in the township and Cr Neal is keen to establish a similar program in Yarrabah to employ locals and inject life into the economy.
"We are going to look at their model and hopefully we can set up our own building company for the council for the people in our community, so jobs can stay in the community," he said.
"We have a pretty high unemployment rate of 85 per cent, and 65 per cent are (aged) between 16 and 25 so we have really got to try and look for any opportunity we can to try and create employment."
Cr McLean said about 70 per cent of the Hope Vale community was gainfully employed, many of those in theconstruction industry.
The council is currently building four houses for the Department of Housing, with another three to be built mid-year.
Cr McLean said 90 per cent of the building industry in the township was made up of locals working for the council or with contractors, who are also obliged to employ from the community.
"I don't get any complaints about employment here and they know that they have employment coming and as long as we have employment, our people are happy," he said.
Cr McLean said he believed it was the first time an indigenous mayor had travelled to another Aboriginal community to gain ideas, and he hoped there would be more of it in the future.
"We should be learning from other communities, finding out what works for them that isn't working for us," he said.
"I think this is the first of its kind that has happened and I have to commend Errol on this and hopefully all of us will take that lead."
The visit comes after the State Government last week passed the Aboriginal and Torres Strait Islander Land Holding Bill, which aims to address issues that have impeded the delivery of social housing, the transfer of land and home ownership in indigenous communities.
